Below is the result of my experiment with Derwent Inktense pencils. These pencils work by adding color to the paper and applying water. Once dry, the ink is permanent. Watercolor pencils and paint you can remoisten.
The drawing was done of watercolor paper with Micron pens.

It is closer to watercolors. You apply the pencil, then you apply the water. A little color went a long way.

I put it on like a color pencil, but I did not layer it like colorists do. And, I used a water brush.
